Developing a chemical identity that properly describes your substance and meets regulatory requirements is an often-minimalized, but key component of an effective compliance scheme. It is not always easy to name a chemical according to government standards. Factors such as hydrolysis and salt formation can cause identity shifts that can have major impact on whether your substance is available for manufacture or import.
For this reason, EPA strongly prefers that premanufacture notice (PMN) submissions, as well as other submissions under Section 5 of the Toxic Substances Control Act (TSCA) include identity assignment and confirmation done by the Chemical Abstracts Service Inventory Expert Services (CAS IES).
