The Vietnam National Chemical Inventory (NCI), which is currently in draft format, comprises a list of existing chemical substances in Vietnam. The first round of substance nominations to the NCI closed on 31 May 2020; however, many companies failed to submit nominations. Vietnam therefore reopened substance nominations to the NCI and will be accepting nominations until 15 April 2021.
It should be noted that only substances with a Chemical Abstracts Service (CAS) Number will be accepted for listing to the NCI.
To nominate a substance and complete the online registration process, a company must be a legally registered business entity in Vietnam with a valid tax identification number. The applicant of the nomination must be in the supply chain (either a manufacturer/importer/downstream user); Intertek’s legal entity in Vietnam can only provide technical support. The nomination process does not allow for an “Only Representative”.
Information for the substance nominations include:
- Chemical Name;
- CAS Number;
- Safety Data Sheets (SDS); and
- Evidence or documentation proving the chemical has been used in the Vietnamese market (this can include purchasing contracts and invoices).
After the NCI is published, any substance not listed in the inventory will be considered a new chemical and will be subject to risk assessment.
