Julie L. Horton, Ph.D., M.Sc., B. Sc., Sr. Regulatory Affairs Manager and Business Developer, Food & Nutrition

Dr. Julie Horton provides advanced scientific support, project management, and leads business development efforts for the Food and Nutrition group at Intertek. In her scientific role at Intertek, Dr. Horton contributes to both United States and Canadian jurisdictional human and animal feed projects. For the United States, her scope of services include, but are not limited to,assistance with Generally Recognized as Safe dossiers, Cell-Culture Consultations, Food and Drug Administration (FDA) agency representation and communications,label reviews, Color Additive Petitions, Food Additive Petitions, New Dietary Ingredient notifications, regulatory assessments, and AAFCO feed ingredient definition dossiers. For Canada, Dr. Horton provides assistance with all stages of Food Additive Submissions including Novelty Determinations, dossier preparation, Health Canada representation and communications, and extensions of use.

In a business development role, Dr. Horton corresponds with Leads and Opportunities to assess their business objectives and provide a custom consulting solution. She coordinates expert input and handoff to efficiently route Leads as needed. Additionally, she works with multiple Business Lines across Intertek to ensure our clients and prospects have a comprehensive solution to help them achieve success. Dr. Horton also contributes to process improvement and reporting to assess the health of the sales pipeline for the Food and Nutrition group. 

Dr. Horton has four years of experience in the regulatory arena and 15 years experience related to scientific support. Much of the experience from a scientific perspective was obtained through Dr. Horton’s research in academia that focused on metabolism at the cellular and sub-cellular level as well as genetic engineering required to create experimental models. Dr. Horton has extensive experience in ideation, design, and implementation of cloning projects in microorganisms, Eukaryotic cell culture, and in vivo rodent models. She is an expert in both traditional cloning techniques as well as more recent developments such as CRISPR/Cas based systems.
