How does the Small Business Program for US Government Contracts relate to ENERGY STAR?
Although the government does have small business set-asides and other initiatives to help small businesses win government contracts, small businesses must still meet all other government requirements, including ENERGY STAR. Large companies are required to work with small businesses in the government sector, but in doing so the small businesses product/ services must meet applicable requirements and energy efficiency guidelines.

Why did GSA make the change to adopt ENERGY STAR products?
On October 5, 2009, President Obama signed Executive Order 13514. Among its provisions, the Order directs agencies to leverage purchasing power to promote “environmentally responsible products and technologies” where it meets agency performance requirements. Each agency should ensure that 95 percent of new contract actions for products and services are energy efficient (e.g. FEMP or ENERGY STAR® designated), water-efficient, bio-based, environmentally preferable (e.g. Electronic Product Environmental Assessment Tool (EPEAT) certified, non-ozone depleting, contain recycled content, or are non-toxic or less toxic. GSA therefore created and implemented its own Strategic Sustainability Performance Plan.

Will the ENERGY STAR requirement affect future government opportunities?
Yes, GSA has already begun mandating the listing and designation of ENERGY STAR® products on applicable GSA schedules such as those for office products. Additional applicable GSA schedules include those for security products, furnishing and appliances, facility maintenance and management, energy management services, and automobile, equipment, and construction materials. In some procurement, preference will be given to companies who have energy efficient products and/or services.
