Exporting Cosmetics to Russia? - Important Update to Certification Requirements

New Regulations in Russia 

New standards for cosmetics have been in force since 1 January 2011. They concern shaving products, and aerosol packaged perfumery and cosmetics. Therefore new labelling requirements are to be taken into consideration.

New Regulations in the Custom Union (Russia, Kazakhstan, Belarus)

The Customs Union Commission (Decree No. 526 of 28.01.2011) has established a Common List of products subject to mandatory Certificate or Conformity’s Declaration to the Technical Regulation (TR) of the Customs Union (EurAsEC).

Cosmetics and fragrances are included in the list.

Only products that are affected by the Technical Regulations of the Customs Union (EurAsEC) need apply the new forms of Certificates and Declarations to the TR of the Customs Union (EurAsEC), as per (Decree No. 563 of 02.03.2011 of the Commission of the Customs Union) which came into force 2 April 2011.

However, for cosmetics and fragrances, these new forms of certificates and declaration will only apply from 1 January 2012, when the TR "Cosmetics and fragrance of the Customs Union" (EurAsEC) will come into force. Before that date, the certification must always be conducted in accordance with national requirements of each member country of the Union.
