The U.S. Consumer Product Safety Commission (CPSC) issued a final rule, 16 CFR 1251, on December 17, 2015, exempting unfinished and untreated wood from tree trunks used in toys from the third party testing requirements for heavy elements per ASTM F963-11.

The initial direct final rule issued on July 17, 2015, was withdrawn following significant adverse comments. These comments have been addressed by the CPSC in this final rule, following the notice of proposed rulemaking also issued on July 17, 2015.

This final rule published on December 17, 2015, is effective January 19, 2016.
