Algeria published a Joint Ministerial Decree to approve the technical regulation on the safety requirements of childcare articles, which will enter into force on 27 May 2017.

The technical regulation applies to childcare products that are intended to secure or facilitate the relaxation, hygiene, sleep, moving, transport and physical protection as well as sucking for children under four years of age, excluding cleaning supplies, bedding articles and child transfer devices in private cars.

Below are the highlights of the requirements in the technical regulation:

  • Childcare article shall not contain more than 0.1% in any of the following phthalates by the mass of plasticized materials:
    • Bis(2-ethylhexyl) phthalate (DEHP)
    • dibutyl phthalate (DBP)
    • butyl benzyl phthalate (BBP)
  • Childcare articles that can be placed in the mouth by the children, particularly soothers, teats and teethers, shall not contain more than 0.1% in any of the following phthalates by the mass of plasticized materials:
    • diisononyl phthalate (DINP)
    • diisodecyl phthalate (DIDP)
    • di-n-octyl phthalate (DNOP)
  • Childcare articles, particularly feeding bottles, soothers, teats and teethers, shall not contain Bisphenol A.

Besides the labelling information that is set forth in the related applicable regulation, the manufacturer and importer shall place on the packaging the visible, legible and inerasable statement 

 (means: compliable with the safety requirements).

The manufacturer or importer shall provide a certificate of conformity issued by an accredited body, to approve that the product is compliant with the requirements mentioned in the technical regulation.
