On 6 December 2017, Algeria published Executive Decree No. 16-299 to regulate food contact materials and articles, repealing Executive Decree No. 04-91. The Decree entered into force on 7 June 2017.

Here are the highlights:

  • The Decree shall apply to materials and articles in final product state:
    • intended to come into contact with food;
    • already in contact with food and were designed for that purpose;
    • reasonably be expected to be in contact with food under normal or foreseeable conditions of use;

    excluding:

    • materials and articles which are supplied as antiques
    • covering or coating materials, such as the materials covering cheese rinds, raw or cooked meat products or fruits, which form part of the food and may be consumed together with the food;
    • fixed public or private installations intended to distribute drinking water.
  • The materials and articles are those made of the following materials:
    • Plastic materials (including varnishes & coatings)
    • Regenerated cellulose
    • Elastomers and rubbers
    • Ion-exchange resins
    • Paper and paperboard
    • Ceramics
    • Glass
    • Metals & alloys
    • Wood (including cork)
    • Textile products
    • Paraffin and microcrystalline wax
    • Printing ink
    • Silicones
    • Adhesives
  • Materials and articles that do not come into contact with food yet when marketed, shall be accompanied with the following information:
    • “للملامسة للغذائية” (means: for food contact) or
    • “مناسبة لمادة غذائية” (means: suitable for food), or
    • a specific indication as to their use, or
    • the glass and fork symbol below:

The manufacturer and importer shall provide a certificate of conformity issued by an accredited body, to approve that the product is compliant with the requirements mentioned in this Decree.
