The Directorate General of Foreign Trade of India has issued Notification No. 33/2015-2020 to amend Import Policy of toys (Chapter 95) under Indian Trade Classification (Harmonised System) [ITC(HS)], 2017. The notification is effective immediately.

According to the revised Policy

  1. Same as the current practice, imported toys shall be accompanied with a certificate demonstrating the compliance with the BIS toy standards (see Note). However, the requirement to test toys at laboratories accredited by the India’s National Accreditation Board for Testing and Calibration Laboratories (NABL) has been removed. It is also not necessary to have the toys tested by a laboratory accredited by a body signatory to International Laboratory Accreditation Cooperation (ILAC) Multilateral Recognition Arrangement (MRA).
  2. Toy samples from each consignment arriving in India will be randomly tested by NABL-accredited laboratories. If the samples fail to meet the toy standards, the consignment will be sent back or destroyed at the cost of the importer.
  3. Other toys, dolls and similar recreational goods under any chapter of the Import Policy shall also be governed by the BIS toy standards (see Note).
