The European Commission has published two Directives, (EU) 2019/1922 and 2019/1929, which aim to amend the chemical requirements of EU Toy Safety Directive:

  1. The migration limits of aluminum shall be tightened as following:
    1. 2250 mg/kg, in dry, brittle, powder-like or pliable toy material;
    2. 560 mg/kg, in liquid or sticky toy material;
    3. 28130 mg/kg, in scraped-off toy material;
  2. New requirements for formaldehyde have also been added to the Toy Safety Directive. The limit values for formaldehyde used in toys intended for use by children under 36 months or in other toys intended to be placed in the mouth are:
    1. Migration limit: 1.5 mg/l in polymeric toy material
    2. Emission limit: 0.1 ml/m3 in resin-bonded wood toy material
    3. Content limit: 30 mg/kg in textile toy material
    4. Content limit: 30 mg/kg in leather toy material
    5. Content limit: 30 mg/kg in paper toy material
    6. Content limit: 10 mg/kg in water-based toy material

The requirements shall be applied in Member States from 21 May 2021.
