Australia – Consumer Goods (Self-balancing Scooters) Amendment Safety Standard 2019

The Australia Government has published Consumer Goods (Self-balancing Scooters) Amendment Safety Standard 2019, which amends the Consumer Goods (Self-balancing Scooters) Safety Standard 2018.

The Consumer Goods (Self-balancing Scooters) Safety Standard 2018 shall be effective until 16 July 2021. A self-balancing scooter shall comply with the either of following requirements set out in (1) and (2):

1. A self-balancing scooter shall comply with the following requirements:
   1. IEC 62133-2:2017; and
   2. one of the following:
      1. section 11 (heating) of IEC 60335 – 1:2010+AMD1:2013+AMD2:2016, as amended by Annex B to that standard;
      2. section 11 (heating) of AS/NZS 60335.1:2011, as amended by Annex B to that standard;
      3. section 11 (heating) of AS/NZS 60335.1:2011, as amended by Annex B to that standard and section 11 (heating) of AS/NZS 60335.2.201:2016; and
   3. one of the following:
      1. section 19 (abnormal operation) of IEC 60335 – 1:2010+AMD1:2013+AMD2:2016, as amended by Annex B to that standard;
      2. section 19 (abnormal operation) of AS/NZS 60335.1:2011, as amended by Annex B to that standard;
      3. section 19 (abnormal operation) of AS/NZS 60335.1:2011, as amended by Annex B to that standard and section 19 (abnormal operation) of AS/NZS 60335.2.201:2016.
2. A self-balancing scooter shall comply with the following provision of UL 2272:
   1. section 12 (fuses);
   2. subsections 16.1 to 16.5 (protective circuits and safety analysis);
   3. section 17 (cells);
   4. section 24 (overcharge test);
   5. section 25 (short circuit test);
   6. section 27 (temperature test);
   7. section 28 (imbalanced charging test).

Self-balancing scooter means a ride-on device that:

• has 1 or 2 wheels; and
• has no steering grips, seat or handlebars; and
• is powered by a lithium-ion battery that is rechargeable via connection to a main power supply.
