The Ministry of Trade, Industry and Energy (MOTIE) of South Korea has issued Notice No. 2019-201 to amend the Common Safety Standard for Children’s Products. The following amendments shall be phased in from 3 June 2020:

  1. The requirements for phthalate plasticizers (DEHP, DBP, BBP, DINP, DIDP, DnOP) shall apply to synthetic resin products regardless of whether it is designed for use in the mouth (including coatings on textiles or leathers). The total content of the six phthalates shall not exceed 0.1 % (effective 3 June 2020).
  2. The lead content limit shall be reduced from 300 mg/kg to 100 mg/kg (effective 3 December 2020). The total lead and cadmium content limits shall not apply to textiles.
  3. Newly added requirements for nitrosamines and nitrosatable substances for elastomeric children’s products that are designed for use in or put into the mouth (effective 3 December 2020). The details are as follows:

        2 This applies to:

        1. Elastomeric children’s products not intended to be used in the mouth of children under 36 months old [but not falling into the category in (1)]
        2. Elastomeric children’s products intended to be used in or put into the mouth of children over 36 months old, for example, balloons and mouthpieces

      Note:

      • “Children’s product” means a product intended for children of 13 years of age or below. It shall not include drugs, medical devices, cosmetics, food containers, food packaging, amusement facilities and equipment.
      • The standard requirements shall not apply to components that are not accessible by children during normal use.
