The European Chemicals Agency (ECHA) announced the addition of 4 new Substances of Very High Concern (SVHCs) to the Candidate List.
The substances are detailed below for reference.
Substance name | EC number | CAS number | Reason for inclusion | Examples of use(s) |
Diisohexyl phthalate | 276-090-2 | 71850-09-4 | Toxic for reproduction | Not registered under REACH |
2-benzyl-2-dimethylamino-4'-morpholinobutyrophenone | 404-360-3 | 119313-12-1 | Toxic for reproduction | The substance is used in polymer production |
2-methyl-1-(4-methylthiophenyl)-2-morpholinopropan-1-one | 400-600-6 | 71868-10-5 | Toxic for reproduction | The substance is used in polymer production |
Perfluorobutane sulfonic acid (PFBS) and its salts | - | - | Equivalent level of concern having probable serious effects to the environment Equivalent level of concern having probable serious effects to human health | Used as a catalyst/ additive/reactant in polymer manufacture and in chemical synthesis; it is also used as a flame retardant in polycarbonate (for electronic equipment) |

The SVHC substances do not have recognised direct uses in textile products, but some have identified use in polymer production.
If any of the SVHCs is present in an article, the producer and/or importer of the articles has six months from to notify ECHA if the following conditions apply:
- the substance is present in those articles in quantities over one tonne per producer or importer per year, and
- the substance is present in those articles above a concentration of 0.1% weight by weight
In addition, the suppliers of articles which contain these substances on in a concentration above 0.1% (w/w) must provide sufficient information to allow safe use of the article to their customers or, upon request, to a consumer within 45 days of the receipt of the request. This information must contain as a minimum, the name of the substance.
This addition brings the total number of SVHCs on the list to 205. A link to the full candidate list of SVHCs is below:
