The Ministry of Commerce and Industry of India approved the Toy (Quality Control) Order 2020. It shall enter into force on 1 January 2021. Following are the highlights of the order:

Scope

This Order applies to:

  1. toys and products that are designed or clearly intended, whether or not exclusively, for use in play by children under 14 years old
  2. toys that are initially received by the children and they are subjected to reasonably foreseeable conditions of normal use and abuse

Use of Standard Mark

Toys complying with the above applicable standards shall bear the Standard Mark, according to Scheme I of Schedule II of BIS (Conformity Assessment) Regulations 2018:

  1. The Standard Mark must be labelled on each product or its package.
  2. Use of the Standard Mark is granted by a licence issued by BIS.
  3. The Standard Mark must carry the licence number and the reference of the Indian Standard that the product complies with, in a visible manner. In case the licence number cannot be placed beneath the Standard Mark, it shall be suitably placed close to the Standard Mark in a linear manner.
  4. The Standard Mark consists of the below pictorial representation, drawn in the exact style and in relative proportions as shown in the following:
