In 2019, Taiwan revised CNS 15290 “Textile Safety Regulations (General Requirements)” and CNS 15291 “Safety of Children’s Clothing – Cords and Drawstrings on Children’s Clothing – Specifications,” with which textiles and related goods must be in compliance in order to be placed on the market. The new updates will be implemented from Feb. 1, 2021.

The major revisions are listed as follows:

CNS 15290 “Textile Safety Regulations (General Requirements)”

1. The sum of Nonylphenol Ethoxylates (NPEO) and Nonylphenol (NP) should be less than 1,000 mg/kg (0.1%). This limitation is applied to all textiles. This change becomes stricter than before.

2. Perfluorooctane Sulphonate (PFOS) is newly listed in CNS 15290: 2019. Textile and coated materials are within restricted scopes.

3. New testing methods are added to testing of「Organotins」and「Azo Colorants」.

The limit of PFOS is less than 1 μg/㎡ of textile and coated material. (Test Method: CNS 15808)

For CNS 15291 “Safety of Children’s Clothing – Cords and Drawstrings on Children’s Clothing – Specifications”

CNS 15291: 2019, which is a modified version of BS EN 14682 :2014, has expanded the age range from 12 to 14, and revised the cords and drawstrings’ specification per below.

Head, neck and upper chest areas on garment for young children – Adjustable tabs

Adjustable tabs are permissible provided that the length is no more than 75 mm

Adjustable tabs are permissible provided that the length is no more than 7.5 cm, and shall have no button, toggle, buckle on the free end which may present an entrapment hazard.

Head, neck and upper chest areas on garment for young children– Halter neck-style

Garments shall be constructed with no free ends in the hood and neck area.

Garments shall be constructed with no free ends in the neck and throat area.

The use of a clip or fastening of two cords is acceptable, provided these do not result in free ends of cords when garment is worn.

Chest and waist area

Free ends of drawstring in the waist area shall protrude by a maximum of 140 mm at each end when the garment is open to its largest and laid flat.

  • Garments worn from bottom to waist (ex: trousers, shorts, skirts) shall not have free ends of drawstring longer than 20 cm at each end when the garment is relaxed in a nature state.
  • Garments other than those listed on point 1, such as shirts, coats, dresses, shall not have free ends of drawstrings longer than 14 cm at each and when the garment is open to its largest and laid flat.

None

Drawstring with no free ends shall have no protruding loop when the garment is open to its largest and laid flat.

When toggles are used for adjustment of drawstring with no free ends, the toggle shall be fixed to the garment.
