Thailand has updated the compulsory industrial product requirement TIS 685 part 1-2562 (BE), concerning the safety of children’s toys for children under 14 years of age, including parts and accessories used in conjunction with the toys.

The updated requirements aim to bring TIS 685 part 1-2562 in line with other international toys safety standards, with ISO 8124 parts 1, 2, 3 and 6, as well as EN 71 Part 1 used as reference.

To sell /distribute toys in the Kingdom of Thailand, the products shall comply with all related requirements in TIS 685 part 1-2562 (BE) which include tests for physical and mechanical properties, flammability, and chemical requirements.

The compulsory standard TIS 685 part 1-2562(BE) will be enforced on Sep 22,2022.

TIS 685-2540(BE) will be repealed after Sep 21, 2022.

Products which are manufactured or imported to place in market before Sep 22, 2022, shall follow TIS 685-2540 (BE).

The content of potential toxic elements in solution extracted from toys and their materials shall comply with requirement in below table:

The total content of phthalate derivatives in solutions extracted from plastic, rubber and coatings in accessible surfaces of toys for children, under 3 years old, that has components that are suitable for use in the mouth shall comply with the following requirement.

Product labeling must comply with the requirement(s) according to TIS685 part 1 -2562 (BE) and shall be in Thai language.

The TIS mark shall be on the product, or on the packaging where it is not practical to apply it on the product itself. The size of the TIS mark shall be not less than 10 mm. The font height of standard TIS number shall not be less than 3 mm. The QR code shall not be less than 10 mm and be placed near the TIS mark.

In addition, there must also be a QR code on the product, containing details of the TISI Toys License. In case QR code cannot be placed on the product due to the limited area, it can be shown together with TIS mark on the packaging.

Factories or importers must renew their license via the E-license system for product testing and factory audit to get a new license from Sep 22, 2022.

Product testing shall be performed according to TIS 685 part 2 -2562, by a TISI-nominated laboratory in Thailand.

Factory audits must be performed by a TISI-approved Inspection Body (IB); the factory audit can be waived if the factory has been ISO 9001:2015 certified by IAF approved organization and the scopes include the product manufacturing process.

In case manufacturers or importers cannot complete the license renewal process by Sep 21, 2022, they can request to extend the application of the existing license, via the TISI system. The grace period is 1 year after TIS 685 part 1-2562 (BE) becomes effective.
