Vol. 1338 | 06 Feb 2023

The European Chemicals Agency (ECHA) has added nine Substances of Very High Concern (SVHCs) chemical to the Candidate List because of their hazardous properties. The Candidate List now has 233 entries.

The substances are detailed below for reference.

#

Substance name

EC number

CAS number

Reason for inclusion

Examples of use(s)

Perfluoroheptanoic acid and its salts

-

-

Toxic for reproduction
(Article 57 c); Persistent, bioaccumulative and toxic (Article 57 d);
Very persistent and very bioaccumulative (Article 57 e); Equivalent level of concern having probable serious effects to human health (Article 57 f – human health);
Equivalent level of concern having probable serious effects to the environment (Article 57 f – environment)

While the substance itself is not registered under REACH, identification as an SVHC can be seen as a measure to avoid future regrettable substitution.

Very persistent and very bioaccumulative (Article 57 e)

Used in articles, by professional workers (widespread uses), in formulation or re-packing, at industrial sites and in manufacturing.

Producers and importers of articles, containing the substance included in the Candidate List have six months from to notify ECHA if the following conditions apply:

  • the substance is present in those articles in quantities over one tonne per producer or importer per year, and
  • the substance is present in those articles above a concentration of 0.1% weight by weight.

The suppliers of articles which contain these substances on in a concentration above 0.1% (w/w) must also provide sufficient information to allow safe use of the article to their customers or upon request, to a consumer within 45 days of the receipt of the request. This information must contain as a minimum, the name of the substance.

In addition, article suppliers must notify substances of very high concern in their articles to ECHA’s SCIP database under the Waste Framework Directive.
