The Standardization Administration of China has announced that GB 30585-2024 “Safety technical specifications for infants’ and children’s footwear” will come into effect on June 1, 2025. This standard applies to footwear products made from various materials, intended for children and infants aged 14 years or below.

The main changes between the new and old standards are as follows:

  • Expanded the scope of application.
  • Added the terms and definitions.
  • Deleted the requirements and test methods for “shank”, “Odour”.
  • Changed the requirements for “Small accessories on infants' footwear” and correlative test method.
  • Changed the requirements and test methods for Cr (VI), formaldehyde.
  • Added the requirements and test methods for artificial leather and synthetic leather in the item of carcinogenic aromatic amine dyestuffs.
  • Added the requirements and test methods for chlorinated phenols, short-chain chlorinated paraffins.
  • Changed the test methods for broken needle, N-nitrosamine.
  • The requirements for restricted chemical substances are specified according to the category of materials.

Article 5 of the standard specifies the mandatory safety requirements for infants’ and children’s footwear. The specific requirements are as below.

  1. Product classification:
    • Infants' footwear: Footwear not larger than 170 mm in size, intended to be worn by an infant aged 3 years or below.
    • Children's footwear: Footwear larger than 170 mm in size, intended to be worn by a child aged 3 years to 14 years old.

    There shall be no accessible sharp edge/point sharp inside or outside of footwear, except for functional spikes of children's footwear such as athletic track/football shoes, etc.

    The technical heel height shall not be greater than 25 mm.

    Small parts test

    The removable small accessories shall not be able to fit completely into the small parts test cylinder.

    Tension test

    Small accessories that fall off after the specified tension test (including the attachment fragments that fall off during the tension test and the accessories that fall off together with the upper material) shall not have a sharp edge and sharp point that can be accessible and shall not be able to fit completely into the small parts test cylinder.

    Small accessories that are damaged after tension test but do not fall off shall not have sharp edges and sharp points that can be accessible.

    Remark: Small parts test and tension test is not appliable to small accessories such as pile, fiber filling material, textile (including nonwovens), yarn, elastic fabric and string on shoes.
