Indonesia – Approved New Regulations on SNI Compliance for Paper and Cardboard Food Packaging

Indonesia Regulation No. 6 of 2025: Mandatory SNI for Paper and Cardboard in Primary Food Packaging
The Ministry of Industry has issued Regulation No. 6 of 2025, which sets out the mandatory implementation of the Indonesian National Standard (SNI) for paper and cardboard materials used in primary food packaging.
This regulation applies to the following types of paper and cardboard packaging:
- Glassine paper
- Oil-resistant paper and cardboard
- Coated paper
- Coated cardboard
- Duplex cardboard
- Lamination and medium paper
- Base paper for plastic-laminated wrapping paper
All of the above products must comply with SNI 8218:2024 – the standard for paper and cardboard as raw materials for primary food packaging.
To ensure compliance, products must undergo a Type 5 certification system conformity assessment. This involves:
- Certification verification by a designated Product Certification Body (LSPro), and
- Conformity testing conducted by accredited laboratories, either in Indonesia or overseas.
The outcomes of these assessments will be formally documented in the SNI Certification.
All covered products must bear the SNI mark and electronic mark. Use of the SNI mark requires prior approval, obtained through the issuance of a Certificate for the Use of the SNI Mark (SNI SPPT).
This new regulation repeals the previous Ministry Regulation No. 20 of 2020 concerning the mandatory implementation of SNI for paper and cardboard used in food packaging.
Effective Date:
- This regulation will take effect on 24 July 2025.
- Products manufactured or imported before this date must achieve full compliance by 24 July 2026.
