Impact Statement: A review of all Listing Reports is necessary to determine which products comply with new/revised requirements and which products will require re-evaluation. NOTE: Effective immediately, this revised standard will be exclusively used for evaluation of new products unless the Applicant requests in writing that current requirements be used along with their understanding that their listings will be withdrawn on Effective Date noted above, unless the product is found to comply with new/revised requirements.
Overview of Changes (Specific details of new/revised requirements are found in table below):
- Added Transient Voltage Testing to counter top and household portable appliances that remain connected to the electrical supply
- Revised the Hospitality-Use Supplement
- Added Insertion/Withdrawal Test for Electric Kettles
- Revised the Instruction Manual for appliances provided with a display clock
- Added reference to UL 4200A to components utilizing coin cell batteries
If the applicable requirements noted in the table are not described in your report(s), these requirements will need to be confirmed as met and added to your report(s) such as markings, instructions, test results, etc. (as required).
Schedule: So that shipping of products with Listing Marks will not be interrupted, an approximate schedule has been established to ensure Listing Reports are found compliant by Effective Date:
- December 28, 2016 = 10 Month Report Review – Intertek will review all Reports. Update if compliance is verified or issue Findings Letter/Quote for any re-evaluations needed
- April 28, 2017 = 6 Month Quote Cut-off – Quotes returned for necessary re-evaluations
- October 31, 2017 = Effective Date – ATM Suspended for all non-compliant Reports
Fees: An initial review of Listing Report (s) will be covered by a direct billing project and will be invoiced at not more than $1000 per report.

Compliance with the requirement is assessed as follows: a) The two live pins of the kettle are connected together. b) An external resistive load is connected in series with the supply. The external load is such that the current is 1.1 times the rated current. c) The kettle is placed on its stand and withdrawn 10,000 times at a rate of approximately 10 times per minute without electrical contact rotation. d) The test is continued for an additional 10,000 times without current flowing. Exception: For kettles with a mechanism for de-energizing the appliance when it is lifted of its base, thus ensuring that the connection contacts cannot make or break current on load, the test is carried out without current flowing. e) After the test, the kettle shall be functioning and shall still comply with Spacings, Section 24, the Resistance of Grounding Test, Section 29, and the Dielectric Voltage-Withstand Test, Section 35 of this standard. f) Live parts shall not be accessible by the probe in Figure 7.2. g) The test is carried out without current flowing if the connection contacts cannot make or break on load. | |
